The Government has invested considerable resources in developing irrigation infrastructure throughout the country, especially since it complements its government food self-sufficiency program. Recent experience reveals that beneficiary farmers more effectively handle the management of such infrastructure themselves. Therefore, the Government has adopted a policy of handing over all management and financial responsibilities relating to irrigation systems to Water Users Associations. The Government has requested Bank support to assist in a widespread program to transfer medium and large-scale systems. The TA will assist the executing agency to prepare a strategy and a master plan for nationwide Irrigation Management Transfer (IMT) of such systems and will support formulating an investment proposal for the proposed IMT project. The master plan will essentially be a planning document to develop a prioritized program for achieving the national objective. The proposed IMT Project is expected to assist in implementing the first phase of the IMT program. The TA is expected to result in a sector type project based on criteria established for selection of individual schemes and preparing detailed design, cost estimates and economic and financial analysis for selected model schemes.

Consulting Services
The TA will be implemented by a team of international and domestic consultants over a four months period expected to commence in September 1999 and end in December 1999. It is envisaged that 46.5 person-months of consulting services will be required, comprising 18 person-months of international consultants and 28.5 person-months of domestic consultants. The consultants should have proven expertise in handling all professional aspects of irrigation management issues in Asia and have direct experience in the irrigation sector in Lao PDR.
