The Project aims to improve the quality of life of urban residents by enabling the provision, upgrading and rehabilitation of basic municipal infrastructure and services covering water supply, sanitation and sewerage, drainage and flood control, solid waste management, urban roads and bridges, public market and other public facilities. The LGUs capacity to plan, provide, manage and maintain municipal investments and services will be strengthened through training programs, assistance in the preparation of the comprehensive land use plans and implementation of the financial resource mobilization program. The Project will also improve poor communities access to affordable basic infrastructure and services in the Project area and contribute to balanced regional economic development and improvement to the urban environment.

Project Rationale and Linkage to Country/Regional Strategy

The demand for basic urban services in Mindanao is outstripping the ability of local governments to deliver and sustain adequate levels of municipal services, particularly for the urban poor. In Mindanao, improvements in urban infrastructure and service levels have been further compromised by the adverse impacts of unrest and order problems of the recent past. This is reflected in lower urban service coverages in Mindanao compared with other major regions in the country. The incidence of poverty in Mindanao's urban areas is nearly twice the national average for urban areas. Accordingly, there is an urgent need to address in a comprehensive approach the inadequacy of basic urban infrastructure in Mindanao through upgrading and expansion of basic urban infrastructure and strengthening the capability of LGUs to provide and manage these essential services. Accelerating development and strengthening the linkages between LGUs and between urban and rural areas will also support the peace process in Mindanao and contribute to poverty reduction.

Consulting Services
A total of 644 person months of consulting services will be required, of which 130 person months are from Nordic-based international consultants. Procurement of consulting services financed by Nordic Development Fund (NDF) will be in accordance with the general procurement guidelines of NDF.
Procurement of civil works will be undertaken in accordance with ADB's guideline for Procurement applicable to loans to government finance institutions for relending of sub-borrowers.
