The TA will prepare a project that is suitable for ADB funding and will promote a sustainable, market-based system for delivery of housing finance to meet the borrowing needs of low- and middle-income households. In doing so, the TA will support the Government's goals for the housing sector as set out in the Housing Law (April 1999): (i) creating conditions whereby citizens can provide themselves with adequate housing that meets health and safety requirements; (ii) developing and implementing housing and associated infrastructure based on basic market requirements; (iii) encouraging the involvement and increasing the responsibilities of the private sector in planning, construction, maintenance, and repair of housing and its infrastructure; and (iv) developing the ger areas into comfortable housing areas. The TA will include (i) formulating financial and management criteria for the selected PCBs; (ii) conducting detailed financial and operational analyses of the PCBs; (iii) undertaking financial and operational analyses of selected SCCs, small-scale contractors, and other prospective borrowers; (iv) undertaking a detailed socioeconomic survey to estimate demand for housing loans, household affordability, and priority for infrastructure works including ger areas; (v) conducting a detailed survey of small-scale contractors, including their capacity to borrow and expand operations; (vi) defining collateral requirements and drafting relending and on-lending terms for the HDF; (vii) designing a performance management system program for the Project; (viii) assessing the potential impact of the HDF on urban poverty reduction including detailed poverty impact analysis; (ix) assessing NGOs' willingness to participate in the Project; (x) comprehensively assessing the regulatory environment related to housing finance; and (xi) assessing in detail the credit risks relating to subloan operations and measures to cope with such risks.

Consulting Services
International and domestic consultant firms will be engaged to provide a total of 39 person-months of consultant services, comprising 15 person-months of international and 24 person-months of domestic consulting services. Consultants will be selected in accordance with the Bank's Guidelines on the Use of Consultants. The expertise of the international consultants will include a housing finance/micro-credit specialist, who will be the Team Leader of the TA, a housing/commercial banking specialist, an urban poverty/institutional development specialist and an urban planner/HAAP development specialist. The expertise of the domestic consultants will include a finance/commercial banking specialist, a savings/credit cooperative specialist, a community development specialist and an urban poverty specialist, the latter to work with a socioeconomic survey team to determine the extent of urban poverty.
Procurement of equipment for the TA will be undertaken in accordance with the Bank's Guidelines for Procurement.
