The EIA, report concluded that no major adverse environmental impacts would occur provided the recommended mitigation measures are implemented. Project construction and operation will comply with national, provincial, and local government laws, regulations, guidelines, standards, and permit requirements, as well as ADB s Environmental Guidelines for Selected Infrastructure Development Projects . To ensure that adverse environmental impacts of project construction and operation are minimized, project design and bidding documents incorporate EIA mitigation measures, implementation of which will be monitored. The Project will bring substantial social benefits to the rural population. Linking the underdeveloped rural mountainous areas in Yunnan to regional centers will make education and health facilities more available. The Project will also improve access to markets as well as other routine activities, provide better access to emergency health care and increase information flows. Rural folk will contact the outside world more frequently, including nongovernment organizations in towns, thus empowering rural people.
Stakeholder participation, and consultations and discussions with 850 people, which began in March 1997, have been an important element in project development and design. People directly or indirectly affected by the Project, county and township representatives, and nongovernment organizations were informed of the Project s scope and objectives. These stakeholders needs, priorities, and concerns were recorded, and the substantial quantitative and qualitative information collected was used to identify potential project impacts and assess their significance. The communities served by the project expressway and local roads expressed a high degree of support for the Project.

|The Project's main objective is to remove transport barriers and reduce transport costs in western Yunnan to (i) promote pro-poor economic growth and thus reduce poverty, and (ii) contribute to regional development in GMS. The Project will (i) alleviate congestion, reduce travel time and vehicle operating costs, and improve road safety; (ii) increase road transport capacity between Kunming and Myanmar border; (iii) facilitate private sector involvement; and (iv) improve access of the poor to markets and social services. The Project will also support road safety and corporate governance reforms. The Project comprises: (i) construction of a 77 km of four-lane access- controlled toll expressway from Baoshan to Longling, including access roads, interchanges with toll stations, administrative buildings, and service areas; (ii) upgrading of 294 km of county and township roads to improve access to poor and minority areas; (iii) procurement of equipment for expressway and local road maintenance, toll collection, surveillance and communications, vehicle-weighing stations, road safety, and office administration; (iv) land acquisition and resettlement; and (v) consulting services for construction supervision, road safety audits, and project M&E.|

Insufficient road infrastructure constrains economic development and raises private business costs. The Project will thus help reduce poverty. A study financed by the ADB identified the Project as a priority. The road between Baoshan and Longling is of poor technical standard and insufficient capacity. Traffic on this arterial link between Kunming and the Myanmar border is congested and frequently interrupted due to landslides and fog during the rainy season. The Project will continue two ADB-financed road projects in Yunnan, and support ADB efforts to promote regional cooperation in the Greater Mekong Subregion (GMS) and the Government's strategy to improve access to poor areas in western Yunnan. About 45 person-months of international consulting services will be provided under the Project to (i) assist project management over the entire construction period; (ii) provide expertise in tunnel design and construction; (iii) conduct a safety audit of the project design and recommend ways to improve traffic safety on completed construction works; (iv) help formulate a human resource development and training program; and (v) help develop and implement a project performance management system, and assess project impact on poverty reduction. About 70 person-months of international training programs will help develop the human resources skills of YBEC's staff and enhance YBEC's capacity in expressway operation and maintenance, expressway commercialization and corporatization, and tunnel engineering design and construction. A team of local consultants (20 person-months) will be recruited to help monitor the Project's socioeconomic impact, particularly on poverty reduction.
All ADB-financed procurement will follow ADB's Guidelines for Procurement. The civil works for the expressway will be divided into 16 packages to be procured under international competitive bidding procedures. Equipment will be divided into 15 packages and procured under ICB and international shopping procedures. Ancillary facilities including administration building and service areas will be procured using local competitive bidding. Advance action for procurement of civil works was approved by ADB on 17 July 2002.
