The objectives of the Project are to (i) improve people's quality of life and support poverty reduction through increased availability of electricity; and (ii) assist in the post-conflict ecnomic recovery of Tajikistan. This will be achieved by rehabilitating generation, transmission, and distribution facilities developed during the era of the Soviet Union, thus increasing the availability and reliability of energy supply in an environment-friendly manner. The Project comprises the following components: Part A - Rehabilitation and power supply improvement to poor areas in Khatlon Oblast; Part B - Rehabilitation of Nurek Hydropower Plant (NHPP) and associated transmission; Part C - Improve reliability of power supply to Dushanbe Region; Part D - Metering of power supply; and Part E - Consulting services for project implementation, undertaking financial audits of BT's financial statements, and developing implementing regulations for the Energy Law.

Project Rationale and Linkage to Country/Regional Strategy

The power sector in Tajikistan has been deeply affected by the integration of the Soviet system in 1990. Construction of new hydropower plants has been halted, and the maintenance of the existing infrastructure has been neglected due to lack of funds. As a result of the poor economic situation of the country and the damages of the civil war, the present status of the Tajik power sector is serious. Power cuts are common throughout the year especially during winter when almost no electricity is provided for rural villages. Given the urgent need to overcome power supply constraints and to increase the efficiency of supplying and utilizing energy, priority is being given in the medium-term to retrofitting and rehabilitating existing power facilities. Furthermore, the weak economic situation in the country at present provides a window of opportunity for rehabilitation of the sector in preference to adding new capacity. In addressing poverty reduction, the Project will pay special attention to (i) generating employment opportunities and additional incomes for the poor in the Project area, and (ii) improving living conditions and living standards by improving basic infrastructure.

Consulting Services
Approximately 106 person-months of international consulting, and 110 person-months of domestic consulting will be required in the project implementation of all Project components, and include project management services; social and environmental monitoring; assistance on benefits monitoring and evaluation; engineering design, tendering; supervision of installation; and testing and commissioning of equipment, technical support, and training. Consulting services of about 6 person-months of international consultants and 15 person-months of domestic consultants will be required to audit BT's financial statements and project accounts for fiscal years 2000 and 2001. In addition, about 17 person-months of international consulting services and 7 person-months of domestic consulting services will be required to assist the Government develop charters, implementing regulations and legislation to implement the Energy Law.
Transmission and distribution equipment and materials will be procured through international competitive bidding in accordance with ADB's Guidelines for Procurement. Cofinanced contract packages will be procured using the procedures of the cofinanciers concerned.
