The objectives of the TA are to: (i) improve local service delivery performance in selected pilot areas; and (ii) develop a set of key policy and practice changes aimed at enhancing poverty-focused service delivery modalities. The main indicator of success of the project would be the adoption by local government of an agreed set of key policy and practice changes and the creation of a management structure able to deliver these changes. The TA will have two main components: (i) design and testing of improved decentralized service delivery arrangements and outcomes in eight pilot communes with a resultant model for wider applicability; and (ii) development of an active policy and practice network, leading to the development of key principles that will serve as the basis for the Government to improve decentralized service delivery for poverty reduction in Vietnam.

Consulting Services
The TA, for which additional bilateral co-financing of $2.31 million has been obtained, will require a total of 54.5 person-months of international and 137 person-months of domestic consultant inputs. The international consultants will include: (i) a Governance Specialist who will act as the Team Leader; (ii) an Institutions Specialist; (iii) a Development Communications/Community Development Specialist; (iv) a Public Finance Specialist; (v) an Agriculture Extension Specialist; (vi) a Community-Based Infrastructure Planning Specialist; (vii) a Training Specialist; (viii) a Land Use Planning Expert; (ix) a Gender Specialist; and (x) a Community Development Specialist. A consulting firm will be engaged for domestic consultant requirements and will include: (i) an Institutions Specialist who will act as the Deputy Team Leader; (ii) an Agriculture Extension Specialist; (iii) a Training Specialist; (iv) a Rural Anthropologist; (v) an Auditor; (vi) a Rural Infrastructure Specialist; (vii) a Community Forestry Specialist; (viii) a Microfinance Specialist; and (ix) an Environmental Specialist.
