The primary goal of the project is to accelerate the development process of the Lao PDR by linking its economy to two rapidly growing economies of the region. A direct link between PRC and Thailand via the Lao PDR will reduce transport costs in the regional influence area, and increase the efficiency of vehicles, goods and passengers traffic. The road will help to reduce poverty by providing access to markets, extension services, income and employment opportunities, thus enhancing development potential. The project scope will include upgrading the existing 220 kilometer road between Houayxay to Boten, capacity building for the provincial level officials in environment and social monitoring and a social action plan for the ethnic minorities in the area.

Consulting Services
Services of international consultants for 190 person-months assisted by about 960 person-months of domestic consultants will be provided to assist in (i) project construction supervision, (ii) environment, social monitoring and capacity building, (iii) preparation of social action plan components and training, and (iv) project coordination, including technical and environmental auditing for three different sections of the project.
Goods and services financed under the ADB loan will be procured in accordance with ADB's Guidelines for Procurement. Civil works will be procured through international competitive bidding.
